This is very interesting. It would be useful to understand how china understands its reconciliation between point 1 and the rest.

Point 1 is China’s usual non interference policy "China respects [meaning does not interfere with] the independence, sovereignty and territorial integrity of Afghanistan, respects the independent choices made by the Afghan people, and respects the religious beliefs and national customs of Afghanistan. China never interferes in Afghanistan’s internal affairs,"

But number 2 and subsequent points start off: “2. Supporting moderate and prudent governance in Afghanistan."

As we work down this list of China’s support for policies in Afghanistan to contain or counter terrorism, we can’t forget China’s approached within China to its own terrorists (i.e. political opponents).
